ABAQUS meshing problems

Hello everyone,

I'm new to abaqus and I'm doing my thesis for circular cavity crack model under compressive loading and
stimulate crack propagation. I created a plate with a circular hole using
concrete material properties. Then I create circular partition boundary (which
is predetermined crack boundary length) and find maximum principal stress then
I edit that part which contain maximum principal stress by removing the element
so it stimulates a step of crack propagation. I have to do it until partition
boundary is reached and if its consistent it will propagate along y-axis.

The problem is when i created mesh there is some regions in the circle
that the mesh is not structured as the other regions. I had seeded the part
by using the same element number for each partition that I created. And it
happens when I increased my partition boundary say from 35cm to 40cm. 
Also same problem when I removed the element to create step of crack
propagation. After I remove the element which has maximum principal
stress, the mesh in that region became unrefined unlike the other regions which
remain the same.

But after I assigned mesh control to structured from free it became
refined but still there's a part that is unstructured near the element removed. I'm sure I seeded it correctly and the mesh should be the same as before and I think because of this i'm not getting crack propagation along y-axis. How can i solve these problems please?
