vibration test fixture design

Hello all,
 
I am a fresher; I just started working for a company leading in passenger cars.
I have been given a project in which I have to design a vibration test fixture for passenger car bumper.
Currently, we manufacture fixture in-house. And for every bumper, separate fixture is made.
My task is to design a test fixture (for testing frequency range of 0- 70 Hz) which will be modular.
we aim to use the same base fixture for 3 different passenger cars.
To achieve this we will weld a base fixture and then attachments will be bolted as per mounting points of particular bumper. Each bumper will have its own set of attachments.
so every time we will have to make only set of attachments.
we plan to use CAE in this design process, so as to find out effect of bolting on the natural frequency of fixture beforehand.

I want to ask:

1. Will modal analysis and strain energy density plots for fixture be sufficient in designing a fixture?

2. How to model the system mathematically? Which technique should be used?

3. What is STRUCTURAL DYNAMIC MODIFICATION? And how is it helpful in my case?

Any help will be appreciated.

(I am a beginner in industry. so I may have made some mistakes in basic assumptions. )
