Do you have random fiber or one-direction fiber? I am also new in this field. Anisotropic model may be used to one-direction fiber composite. Different layers could have different anisotropic constitutive model. The normal and shear stress can be transport from one layer to another layer automatically. Why are you worrying about contraint between two layers.

you can use Create material-> Elasticity-> Elastic-> Orthotropic, engineering Constant or Lamina; to deffining your material.
but to applying layers you can use Assign materials or Create composite Lay-up
