What is the difference between specifying a velocity (axial and/or rotational) condition in the boundary condition or the Predefined field

What is the difference between defining a velocity condition (axial and/or rotational) in the boundary condition option and the Predefined field option.

it seems that they both work when I define them for the same case I am working on?
