Consistent mesh for fluid flow in fractured porous media

Hi everyones,
SmileI'm currently working on the subject of fluid flow in fractured porous
media. The fractures are considered as the circles of zero-thinkness in
3D infinite space. The fractures can intersect together.

I want to generate a consistent mesh i.e. it takes into account the
intersection lines between fractures. In the case of small number of
fractures I can performance by hand. (as you see in the attached image1)

CryHowever, in the case of large number of ramdon fractures (as seeing in
the following attacted files image2). It is necessary to have an
automatical procedure.

 Could
you show me there exist a tool or a solfware for resolving this
problem. Or Could you give me some advises to resolve this one, please?
