We all know that materials may perform different strain rate sensitivity. Is there a root cause of this sensitivity?

Generally the rate sensitivity is associated with the inertia of the material. For metallic materials, the sensitivity may come from the inertia of the dislocation motion; while in brittle solids, the rate sensitivity comes from the crack growth dynamics.

Can you help dig further on the inertia of the dislocation motion? For example, the rate sensitivity is different due to temperature change. Does it mean there will be different dislocation motion causing by the temperature?
