how can i model a BRB Brace in abaqus

hi every body

I model a brb(Buckling restrained brace) in Abaqus but my question is How to put concrete in a brb or How do I define the concrete inside the brb that work together? i use tie constraint But there isn't any stress for concrete! 
i use static,General for analysis! is it correct?
